Started a company in Delaware but do business in PA, can’t open a checking account in PA, can you help me?

Technically and in most cases, you can open a bank account for your business in any state, regardless of the state of formation.
Most banks would ask you to show them proof of registration in their state or a corporate statement that the company does not conduct any business in that state.
If you do business in Pennsylvania you would be required to register your Delaware company as a Foreign Entity in Pennsylvania this way or another, and then you should have no problem opening a bank account.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
