Witch state would be better to form an LLC, Nevada or Florida?

Without knowing the nature of your business, it’s hard for me to answer this question directly. Here are some thoughts about those states:
Generally speaking, Nevada is a great state if you have a strong nexus there, such as a real estate property, office or you are conducting physical business in the state. If you do not have a strong physical presence in the state, Nevada can be an expensive state to incorporate and maintain your business in. So purely from price perspective Florida would be a more cost-effective state to register and maintain your LLC.
As I said, without knowing the nature of your business it’s hard to say which would be better in your situation.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
