When does a registered LLC start getting taxed? Even with nonoperations, does an LLC pay taxes?

By itself LLC is not taxed, but any LLC profit is reported on personal tax returns of LLC owners. If your LLC is non-operational you might still be required to file a tax return, so I recommend you to consult your CPA for more personalized advise.
