To answer this questions I would need to know more about the nature of your business, the state where you plan to be based at, and your future plans. In general, for most types of businesses and in most states an LLC would work just fine, but again, to give a better advise it would be necessary to know the answer to the three above-mentioned questions.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
