Our company is operating in CA but has been incorporated in Delaware. Which law is applicable in case of a litigation?

I have a quick answer for you: if it’s an internal company matter either states’ law may be applicable depending on the specific issue. If it’s a non internal company matter, most likely California law is applicable.
Whether it is an internal company matter is defined in Operating Agreement (for LLCs) or in Bylaws (for Corporations).
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
