I have an Ontario Corporation in Ontario, Canada. I am going to be doing IT Consulting in Wisconson and Illinois starting next week. Is it necessary to register my business there as a foreign entity in both states. Or, is this optional?

Unfortunately your question cannot be answered because not enough information was provided. Generally, speaking, if a company is doing any significant ongoing business in a state that state requires that the company register as a foreign entity.
In order to evaluate the need to register the length of your consultation assignment and how substantial and systematic your contacts with each of the states need to be examined. I recommend that you contact an attorney who will help you determine this.
